Is it okay to resubmit a resume packet?

I recently put together a resume packet for a job that I was interested in. The job was posted over a month before I finally saw it. I was in a hurry to get this put together and I forgot to sign my cover letter. Is it okay to email the recruiter and ask for a second chance?
